I don't think it's velcro...but it doesn't look like it should be there.

It looks a bit like sticky tape - maybe he was going to go for a stick on bow-tie and then decided against it ;)
Yeah, it does look like a little bit of tape or something that was supposed to be removed... or a bit of something that got stuck on it in the dryer. :P But no, not velcro... it doesn't look fuzzy enough.

Makes me think of when you see men with a sticker stuck to the back of their brand new shirt and you don't know whether to tell them about it, or try to sneakily take it off... or just pretend you don't see it.... and imagine them finding it later and wondering why no one told them. Or is that just me? :$

Surely Morrissey has someone to tell him about these things? :D
